(a)   The following sections of the Kansas City Metropolitan Chapter of the American Public Works Association (APWA) Standard Specifications & Design Criteria (current edition) are hereby adopted by reference:

Section 2200 - Paving

Section 2300 - Incidental Construction

Section 2400 - Seeding and Sodding

Section 2600 - Storm Sewers

Section 2700 - Structures

(b)   The following sections of the Bonner Springs Standard Specifications and Design Criteria for Sanitary Sewers and Water Lines, 2005 Edition, prepared by Wilson & Company, Inc., Engineers & Architects, are hereby adopted by reference:

Section 2500 - Sanitary Sewers

Section 2900 - Waterlines

Section 5000 - Requirements for Public Improvement Project Plan Preparation

Section 5500 - Sanitary Sewers and Appurtenances

Section 5900 - Waterlines and Appurtenances

(c)   The Manual of Best Management Practices for Stormwater Quality, published by the Kansas City Mid-America Regional Council and the Kansas City Metropolitan Chapter of the American Public Works Association, is hereby adopted by reference as the water quality design criteria for the city. This adoption shall apply to the most current edition (October 2012 at the time of this issuance).

(d)   Amendments.

Section 2200 - Paving as adopted by APWA February 15, 2017 is hereby amended as follows:

1.    2208 .3 Materials. Concrete shall conform to the specifications of the Kansas City Metro Materials Board (KCMMB) 4k mix. Mix designs shall be approved KCMMB mixes and shall be submitted to and approved by the City Engineer before placement.

2.    2209 .3 Materials. Concrete shall conform to the specifications of the Kansas City Metro Materials Board (KCMMB) 4k mix. Mix designs shall be approved KCMMB mixes and shall be submitted to and approved by the City Engineer before placement.

Section 2300 - Incidental Construction as adopted by APWA February 15, 2017 is hereby amended as follows:

1.    2301.3 Materials. Concrete shall conform to the specifications of the Kansas City Metro Materials Board (KCMMB) 4k mix. Mix designs shall be approved KCMMB mixes, and shall be submitted to and approved by the City Engineer before placement.

Section 2600 - Storm Sewers as adopted by APWA February 15, 2017 and revised March 3, 2020 is hereby amended as follows:

1.    2602.2 Materials. Public storm sewers shall be dual-wall high-density polyethylene (HDPE) pipe, reinforced concrete pipe (RCP), pre-cast concrete or cast-in-place concrete structures.

Section 5600- Storm Drainage Systems & Facilities as adopted by APWA February 16, 2011 is hereby amended as follows:

1.    Section 5601.5 System Types and Applications A.4. The City adopts the following watershed control strategy for allowable runoff from a site:

a.         Provide peak runoff control for the 1 % chance storm and 10% chance storm by detention or other runoff controls so that post-development peak flows are less than or equal to predevelopment peak flows.

b.         Provide volumetric and/or extended detention control of the 90% mean annual event storm.

c.         In locations where existing downstream structures are known to experience flooding, peak runoff control will be provided for the 1 %, 2%, 4%, 10%, and 50% chance storms so that post-development peak flows are less than or equal to predevelopment peak flows.

d.         The City recognizes that in some locations detention may actually increase downstream flooding. Drainage evaluations for development projects will include consideration of the timing of watershed hydrographs. In locations where detention will increase peak flows in downstream tributaries and creeks, stormwater management strategies will be adjusted to minimize flooding.

2.    Section 5608.4C Release Rates. Design of runoff controls shall be based on post-development peak flows mitigated to less than or equal to predevelopment peak flows

One copy of such document shall be marked or stamped “official copy” as adopted by the City Code and filed with the City Clerk to be open to inspection and available to the public at all reasonable hours.
