There is hereby created and established the Recreation and Open Spaces Advisory (ROSA) Committee of the City.

The Recreation and Open Spaces Advisory Committee shall be a committee composed of no less than nine (9) voting members and may have at least one non-voting ex-officio member, all of whom shall be City residents. Inaugural members of the Recreation and Open Spaces Advisory Committee shall be composed of representatives from the Cemetery Advisory Committee, representatives from the Parks and Recreation Advisory Board and representative from the Senior Center Advisory Board. Upon expiration of the terms of the inaugural membership, the Recreation and Open Spaces Advisory Committee shall be composed of four representatives from the Cemetery Advisory Committee, four representatives from the Parks and Recreation Advisory Board and one representative from the Senior Center Advisory Board. All members of the ROSA Committee shall be appointed by the Mayor and confirmed by the Governing Body of the City for terms of three (3) years. Members shall continue to serve until their successor shall have been appointed and confirmed.

Inaugural members of the Committee shall hold office according to terms selected by the Mayor. Two members shall hold a one-year term, four members shall hold a two-year term, and three members shall hold a four-year term, with each term beginning on the effective date of the enacting ordinance and continuing annually thereafter. On or before January 1st of each following year, the Mayor shall appoint members to take the place of retiring members. The newly appointed members shall each hold office for a three-year term until their successors are appointed. All successive members shall hold office for a three-year term. The Mayor may, by and with the consent of the Governing Body, remove any member of the committee. Vacancies in the board occasioned by removal, resignation, or otherwise shall be filled as original appointments for a three-year term.

Any member that misses three (3) consecutive meetings may be deemed to have resigned from the Committee.

(a)   To the Governing Body and the City Manager, the Recreation and Open Spaces Advisory Committee may initiate, review and recommend proposals for City construction, reconstruction, improvements of public parks, recreational facilities and cemeteries, including the acquisition of land for park purposes, the acquisition of equipment and facilities for operation of parks and cemeteries, and the institution of new recreation programs.

(b)   The Committee shall make reports and recommendations to the Governing Body and City Manager on all matters referred to it and such further recommendations as deemed advisable.

(c)   The committee shall initiate recommendations to the Governing Body and City Manager concerning cemeteries, recreation, and/or parks as deemed desirable from time to time.

(d)   The Committee shall conduct studies to advise the City concerning ways to increase recreational activities and revenue or to promote memorial events at the City cemetery.

(e)   The Committee shall act as the primary resident planning committee for City functions taking place inside of parks, cemeteries, or other public spaces.

(f)   The Committee shall perform any other duties as deemed necessary by the Governing Body pertaining to cemeteries, parks, and recreation programs and facilities.

The committee shall annually select a chair and secretary and such other officers as may be deemed necessary for the conduct of its business.

1-1207.      Same; City Employees.

Maintenance and operation of City facilities and programs shall be performed by such City employees assigned by and under the direction of the City Manager.

1-1208.      Committee as successor to prior board; prior acts ratified.

The Recreation and Open Spaces Committee is a continuation and successor to the Parks and Recreation Advisory Board created pursuant to K.S.A.12-1926, Cemetery Advisory Committee created pursuant to K.S.A.12-1420 and Senior Center Advisory Board, existing as of the date of the enacting ordinance. All powers and duties of the existing boards shall continue as to members of the consolidated committee. All prior acts of the Parks and Recreation Advisory Board, The Cemetery Advisory Committee and the Senior Center Advisory Board existing as of this date and of its predecessors are hereby ratified and affirmed.
